In November of 1986, 64 percent of Kansas voters approved a constitutional amendment authorizing the creation of a state lottery. The Kansas Legislature passed the "Kansas Lottery Act" in 1987, and the Kansas Lottery was established. The mission of the Kansas Lottery is to produce the maximum amount of revenue possible for the State of Kansas while ensuring the integrity of all games.
The Kansas Lottery sells $1, $2, $3, $5, $10, $20 and $30 scratch tickets and $1 and $2 instant pull tab games. In addition, Kansas Lottery players enjoy Powerball, Mega Millions, Lotto America, Millionaire for Life, Super Kansas Cash, Pick 3, 2by2, Keno, Racetrax, Fast Play and Holiday Millionaire Raffle draw games. Kansas Lottery recently launched iLottery, where you can purchase scratch and draw games on-line. Kansas Lottery products are sold at approximately 1,750 retail locations.
The Kansas Expanded Lottery Act, enacted in 2007, authorized the Kansas Lottery to be the owner/operator of casino gaming in four Kansas gaming zones. Boot Hill Casino & Resort in Dodge City; Kansas Star Casino in Mulvane; Hollywood Casino at the Kansas Speedway in Kansas City; and the Kansas Crossing Casino and Hotel in Pittsburg.

Position Summary & Responsibilities
Job Responsibilities may include but are not limited to the following:
• Assists staff with purchasing goods and services in accordance with Department of Administration requirements.
• Resolves procurement issues, including order expedites, returns, damaged goods, and warranty claims.
• Develops and maintains qualified vendor lists.
• Determines appropriate procurement methods.
• Develops, implements, and maintains agency purchasing policies and procedures.
• Coordinates with agency staff to establish procurement timelines, purchasing procedures, and cost-saving strategies.
• Prepare reports related to procurement activities, solicitations, and contract awards.
• Administers and manages procurement contracts.
• Monitors contract performance, expiration dates, renewal options, and procurement timelines to ensure continuity of services.
• Monitors agency service agreements and coordinates renewals as appropriate.
• Provides training and technical assistance to agency staff regarding procurement policies and procedures.
• PPOC – Primary Point of Contact with Office of Procurement and Contracts.
• Coordinates RFP activities including specification development with staff, procurement strategy, vendor negotiations, evaluation processes, and contract recommendations while ensuring compliance with applicable statutes, regulations, and policies. Maintains documentation of committee actions, contract inventories, and expiration dates to facilitate timely renewals and procurements.
• Serves as the primary liaison with the Department of Administration, vendors, and committee members regarding procurement activities.
• Collect required documents from Lottery staff for Prior Auth and submit for approval. Creates agency contract upon approval.
• Other duties as assigned.

Qualifications
Education:
High School Diploma or equivalent required.
College coursework or training in business, communications, or related field preferred.
Preferred Qualifications:
Coursework or training in related fields, such as business, public administration, purchasing, or business management is preferred.
2 years SMART experience preferred.
Post-Offer, Pre-employment Requirements:
Must be able to pass an extensive background prior to hire, and subject to periodic updates.
Subject to tax clearance upon hire and subject to periodic updates.
Employees of the Kansas Lottery and designated family members are subject to provisions of the Kansas Lottery Act and Expanded Lottery Act.
Must complete an I9 upon hire and update/re-verify as required.
By law, any person who holds or h as held a license with the Kansas Racing and Gaming Commission may not be employed by the Kansas Lottery within five years after last holding such license.
