About the Lottery:  In November of 1986, 64 percent of Kansas voters approved a constitutional amendment authorizing the creation of a state lottery.  The Kansas Legislature passed the "Kansas Lottery Act" in 1987, and the Kansas Lottery was established. The mission of the Kansas Lottery is to produce the maximum amount of revenue possible for the State of Kansas while ensuring the integrity of all games.  

The Kansas Lottery sells $1, $2, $3, $5, $10, $20 and $30 scratch tickets and $1 and $2 instant pull tab games. In addition, Kansas Lottery players enjoy Powerball, Mega Millions, Lotto America, Millionaire for Life, Super Kansas Cash, Pick 3, 2by2, Keno, Racetrax, Fast Play and Holiday Millionaire Raffle draw games. Kansas Lottery recently launched iLottery, where you can purchase scratch and draw games on-line.  Kansas Lottery products are sold at approximately 1,750 retail locations.

The Kansas Expanded Lottery Act, enacted in 2007, authorized the Kansas Lottery to be the owner/operator of casino gaming in four Kansas gaming zones.  Boot Hill Casino & Resort in Dodge City; Kansas Star Casino in Mulvane; Hollywood Casino at the Kansas Speedway in Kansas City; and the Kansas Crossing Casino and Hotel in Pittsburg.

Position Summary & Responsibilities

Position Summary:  

Position is responsible to plan, organize and direct the activities of the Finance Department. The Lottery is a revenue generating organization that has tens of thousands of accounts receivable and payable transactions each year.  Payables transcend the payment of routine operating expenses and balancing expenditures against allocated funds.  Funds must be generated through ticket sales and our retailer network and deposited to ensure the monthly transfers to the Gaming Revenue Fund and winner and retailer payments.  Before payments can be made to retailers and winners, retailer compliance to ADA requirements must be verified and verification that a winner is not in the state set-off program must be completed. Federal tax transfers must be made within 3 days of processing a $5,000 or over winner claim and 1099s must be issued annually to retailers and W2-Gs must be issued to winners annually. Finance Department is also responsible for the collection of payments due from retailers.  The Lottery is subject to several annual outside audits.  This position is responsible to ensure that all financial transactions -- routine agency payments, winner claims, retailer payments and billings -- are completed timely and within established procedures and standards. 

Job Responsibilities may include but are not limited to the following:  

  • Directs and oversees all accounting, budgeting, and claims center functions for the Kansas Lottery. Responsibilities include the planning, development, implementation, and maintenance of accounting operations related to ticket sales, retailer transactions, prize payments, and state-owned casino activities, including sports wagering and iLottery. Leads the development, presentation, and ongoing management of the agency’s operational budget.

  • Establishes and enforces internal controls to ensure compliance with applicable federal and state laws, regulations, and audit requirements. Provides leadership to fiscal staff through subordinate supervisors and direct engagement to ensure efficient and effective operations. Collaborates with state budget and accounting personnel, retailers, and other lottery staff.

  • Serves as a member of the senior leadership team, providing strategic fiscal guidance. Reviews agency policies and procedures to ensure alignment with fiscal requirements and overall operational goals and recommends revisions as needed. Develops and oversees fiscal policies and procedures that support agency initiatives, ensuring compliance and operational effectiveness.

  • Collaborates with department leadership to identify current and future budgetary needs, communicates budget allocations, and provides ongoing analysis of expenditures relative to approved budgets.

  • Provides strategic consultation and fiscal guidance to the Executive Director and department leadership on financial matters, programs, and initiatives. Actively participates in senior leadership discussions, offering recommendations to support organizational goals.

Qualifications

•    Four (4) year degree with major course work in Accounting, Finance, or Business Administration required.
•    Master’s degree in Business Administration, Finance, or Accounting preferred. 

Licensing & Certification:  CPA designation preferred.

Other Special Knowledge, Skills, and Abilities:

  • Demonstrated knowledge of Government Accounting Standards and related principles and practices and ability to readily apply.

  • Demonstrated knowledge of Generally Accepted Accounting Principles (GAAP) and ability to readily apply.

  • Demonstrated knowledge of auditing principles and practices and ability to readily apply.

  • Demonstrated knowledge of government budgeting process and ability to readily apply.

  • Four years experience in accounting and fiscal operations, including two years of supervisory or administrative experience.
     

Post-Offer, Pre-employment Requirements:  

  • Must be able to pass extensive background prior to hire and periodic updates.  

  • Subject to tax clearance upon hire and periodic updates.

  • Employees of the Kansas Lottery and designated family members are subject to the provisions of the Kansas Lottery Act, 74-8701 et seq., and the Kansas Expanded Lottery Act, K.S.A. 74-8733 et seq.

  • Must complete Form I-9 upon hire and update and/or re-verify as require.

  • By law, any person who holds or has held a license with the Kansas Racing and Gaming Commission may not be employed by the Kansas Lottery within five years after last holding such license.
